Thirty Years of Trust,
Built One Client at a Time

Optimal Computer Systems was founded on a simple idea: businesses deserve a real IT partner they can trust. Three decades later, that idea drives everything we do, from Mandeville to Kingston, Montego Bay, and South Florida.

How It Started

A Gap in the Market.
Two Siblings. One Decision.

In 1996, if your computer broke down in Mandeville, your options were limited. You could buy a new one, take a training course, or wait. There was no company dedicated to actually fixing, maintaining, and managing the technology that businesses depended on every day.

Carlisle Welsh and his sister Judith Chambers saw that gap and decided to fill it. Carlisle held a Computer Science degree and an MBA with a Finance emphasis. Judith brought an Accounting degree and a freshly completed MBA with a Management Information Systems emphasis. Between them, they had exactly the combination of technical depth and business sense the market needed.

In those early days, Judith ran the office while Carlisle worked full time as a Financial Analyst, coming in after hours to handle repairs. What they lacked in resources, they made up for in expertise and a genuine commitment to every client who walked through the door.

More than thirty years later, both siblings still lead the company. Carlisle oversees all technical operations. Judith manages administration and external partnerships. The faces have stayed the same. So has the commitment.

Today the team has grown to include five experienced technicians and a dedicated office administrator, a tight, skilled group that reflects the same values the company was built on. And while Mandeville remains home, the reach of that team now extends across Jamaica and into South Florida, serving clients wherever they operate.

A Company That Knows How to Adapt

When the bauxite industry decline reshaped Mandeville's economy, it forced every local business to take stock. For Optimal, it was a moment of decision. We closed our retail operations and made a deliberate choice to focus entirely on service.

That decision turned out to be a defining one. It deepened our technical expertise, strengthened our client relationships, and clarified exactly who we are. We were no longer a shop that also did repairs. We were a trusted IT partner, full stop.

Now, from a new central location in one of Mandeville's most accessible areas, we have decided to return to retail. Not as a retreat to the past, but as a natural extension of a service business that has spent three decades earning its place in this community.

He understands what technology needs to do for a business, not just how it works.
